Democracy, with its possibility of changing leaders, faces Plato's critique of the people's lack of expertise. Experts have been replaced by favourites; in his lecture 'Ethical Democracy', Hossein Dabbagh examines the participation of the excluded class.

Democracy has been defined as government of the people, for the people, and by the people. Much has been said about the merits of democracy. For instance, it has been claimed that famine has never been seen in a country with democracy and a free press. Or that democracies do not fight one another, and that in democracies, incompetent leaders can be removed without bloodshed. Nevertheless, the resonance of Plato's argument against democracy is still strongly heard in the literature of political philosophy. Plato believed that governing is a skill, and matters requiring skill should be entrusted to experts. But the problem is that in democracies, the people who govern are not experts and lack the skill. Therefore, democracy is unreasonable.
In the contemporary world, the problem deepens when we encounter the insurgency of the privileged. Experts are replaced by the privileged, and many democracies are steered by the privileged. Is such a democracy reasonable? Is it morally defensible? If the answer is negative, because unjust infrastructures are reproduced by these democracies, then where is the way out? How can the tyranny and domination of the privileged be weakened, and how can the dormant, stifled voice of the excluded stratum of society be heard and they be invited to greater participation?

« حکمرانی کردن یک مهارت است و اموری که نیازمند مهارتاند را باید به خبرگان سپرد. » اما مسئله این است که خبرگان و کاردانان کیانند ؟ چه کس یا کسانی خبرگی شان را تشخیص می دهند ، کرد و کارشان را بررسی و ارزیابی می کنند و می توانند آنان را تعویض کنند ؟ خود این نصب و عزل کنندگان را چه کس یا کسانی نصب و ارزیابی و تعویض می کنند ؟ ... در دمکراسی ها مردم حاکمند و این مردم شامل خبرگان هم هست ؛ و فراتر از آن ، داور نهایی امور از جمله قوانین اداره جامعه ، برآیند متن جامعه است . ایرادی هم اگر هست ـ که نمی تواند نباشد ، ـ مردم خود باید تشخیص دهند و تصمیم بگیرند . خرد جمعی برتر از خرد برترین فرد گروه است چون شامل آن هم هست ، در برابر آن نیست .
